Stephen Horan is the Department Head of the Klipsch School of Electrical and Computer Engineering in the Klipsch School of Electrical and Computer Engineering at New Mexico State University. Previously, he held the Frank Carden Chaired Professorship in Telemetering and Telecommunications within the Klipsch School.  His responsibilities include teaching in the communications and telemetering areas, research in space communications (see BalloonSat), and working with other groups in the department, university, and industry. The industry connection has strong ties with the International Foundation for Telemetering.  He is also the faculty advisor for the NMSU Amateur Radio Club, W5GB.

In April 2003, Stephen Horan received the El Paso Corporation Foundation Faculty Achievement Award and in August 2005, he received a NMSU University Research Council Award for Exceptional Achievements in Creative Scholarly Activity.
